Summary
The Director, Health, Safety & Environmental (HSE) will be responsible for developing, implementing, maintaining, and optimizing an operational HSE program. A primary area of focus will be overseeing the development of standards and engaging with the business to provide scalable and effective health and safety strategies that support current and future business objectives while ensuring compliance with applicable country, state, and local laws.

Cotton seeks this position to lead and advance the HSE function to maximize the safety culture, minimize incidents, and to implement next-generation innovations that enable a step-change in HSE performance and operating efficiency. The ideal candidate will bring broad experience, leadership, and success in implementing both behavioral-based and process-based safety programs to achieve continuous improvement with industry-standard HSE performance metrics (i.e., LTIR, TRIR, EMR, etc.) as well as be able to support corporate Environmental, Social and Governance compliance ("ESG") efforts. In addition, he/she should possess a passion for innovation in the HSE 2.0 arena: including utilization of advanced IT tools, predictive analytics, and their potential application to increase operational efficiencies and HSE performance.

Primary Responsibilities & Accountabilities

  • Provide overall leadership for Cotton’s HSE efforts while fostering a culture of continuous improvement, zero-incident mindset, individual ownership, organizational pride, and innovative problem-solving.
  • Maintain close alignment, communication, and collaboration between the HSE department and operational leadership teams with a strong focus on executing strategies that serve the unique business needs, operational profiles, and risk tolerances for each of the respective business units.
  • Develop and direct short-term and long-term HSE organizational goals, objectives, strategic plans, policies, and operational procedures. Continuously monitor key performance indicators (KPIs), evaluate the effectiveness of efforts and initiatives, and develop and implement changes required for continual improvement.
  • Ensure compliance with all local, state, and federal health, safety, and environmental regulations and policies (i.e., OSHA, EPA, DEQ, DOT, etc.). Monitor and anticipate changes or developments in applicable regulations and proactively plan for and address within the business units with minimal disruption to their respective operations.
  • Review and deliver improvements to current HSE policies and procedures including but not limited to HSE management programs, employee training programs, safety and environmental incident response, and emergency/disaster response.
  • Communicate HSE performance and emerging trends inside and outside of the operating area to the executive leadership team and lead development and execution of mitigation strategies to reduce and prevent recurrence of incidents.
  • Communicate all significant/catastrophic HSE incidents (i.e., major injury, fatality, spill, incident involving public, etc.) to executive management in real-time. Coordinate and manage external crisis communications efforts in close conjunction with the executive team.

Key Responsibilities & Accountabilities

  • Ensure the alignment of the HSE organization with cross-functional activities/priorities across the Segment and in alignment with Corporate HSE Governance.
  • Strategic Partner: support and deploy the Operations strategy across the operations including transformational activities as it pertains to the EHS function.
  • Influence and coach business leaders on development of robust action plans to improve safety performance and to implement strategy moving forward.
  • Deliver results on an established and standardized metrics/dashboard to measure the HSE performance of the sites including a robust assessment / audit process to demonstrate compliance with all laws and regulations as well as the HSE Management System.
  • Oversee Risk & Case Management organization in support of Operations.
  • Create clear and standardized approach to review and reporting of all accidents, incidents, near misses, etc. including the investigation. This would need to include review of any subsequent remedial measures, efforts, and plans.
  • Continue to enhance a strong safety culture across the Segment to ensure preventative measures are implemented as needed.
  • Support the company’s strategic goals around corporate social responsibility in the sustainability space. This will require working across different functions in Operations.
  • Partner across and within Operations to ensure that the sites and the supply chain are adequately protected and that proper business contingency plans are developed.
  • Lead with persuasiveness, decisiveness, and competitiveness motivating a team to drive results.
  • Establish and execute data-driven, key strategies to deliver annual targets.
  • Build departmental bench strength and attract top talent.
  • Monitor HSE trends and develop workforce development strategies to effectively respond Perform special projects and complete all other duties, as assigned, for the general support of the organization.
  • Respond to challenges with speed, agility, and solutions.
  • Travel to conduct in-person meetings with key existing and prospective business partners.

Background Requirements:

Education:

  • Bachelor’s Degree in Health and Safety or similar field is required.
  • Master’s Degree in a science or health and safety field such as Environmental Health, Industrial Hygiene, Environmental Engineering or Safety Engineering is strongly preferred.

Experience:

  • Minimum 10 years of experience in HSE; preferable in a similar industry.
  • Strong Business Acumen with an in-depth understanding of HSE’s impact on a company’s financials and operations.
  • Proven experience successfully responding to and resolving regulatory issues with governmental agencies.
  • Proven experience leading and professionally developing a team of 8 – 10 HSE professionals.
  • Progressive experience in the management of comprehensive HSE programs at comparably sized businesses.
  • Proven experience in the successful development and ongoing management of HSE program(s) emphasizing its use as a technical resource and risk mitigation tool.
  • Proven ability to work in a cross-functional setting.

Knowledge and Skills:

  • Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) is preferred.
  • Demonstrated competency in Health and Safety standards to include the U.S. Occupational Safety and Health Administration (OSHA) standards, 29 CFR Parts 1926 & 1910, DOT, and CDC guidelines.
  • Thorough understanding of OSHA 1926 Subpart M – Fall Protection
  • Ability to establish positive relationships with internal and external stakeholders.
  • Ability to implement behavioral-based safety techniques to improve/maintain safety performance.
  • Communication and interpersonal skills to effectively manage and motivate employees and communicate objectives and action plans.
  • Excellent execution of strategic, tactical, and operational initiatives.
  • Highly developed analytical skills and the ability to provide sound recommendations based on the outcome of analysis.
  • Excellent oral, written, and interpersonal skills are essential to candidate’s success in this role.
  • Effectively communicate issues/problems and results that impact timelines, accuracy, and reliability of HSE relevant data.
  • Prior facilitation and support of process improvement projects and advanced change management principles.
  • Ability to effectively communicate HSE goals and expectations.
  • Proficiency in MS Office Suite
  • A wide degree of creativity and latitude is expected including the ability to multi-task and work productively in a demanding research environment with changing priorities.
  • Availability to travel at a moment’s notice and for extended periods of time.
