Environmental, Health & Safety Manager (EHS)
Location: Owensboro, KY
Reports to: Plant Manager

SCOPE OF POSITION
The Environmental Health & Safety (EHS) Manager is responsible for implementing and overseeing EHS programs at the Milliken Hickory Plant. These programs include but are not limited to environmental, occupational safety, industrial hygiene, product safety, Responsible Care, emergency response and planning, loss prevention, process safety, security, and medical programs. This individual provides guidance and facilitates a collaborative approach to site management and implementation of EHS programs to reduce risk and incidents of accidents, injuries, and environmental releases. The EHS Manager stays current on relevant EHS regulations and compliance with applicable regulations. The EHS Manager provides oversight of required training, permitting, reporting, auditing, and recordkeeping. Maintains appropriate safety supplies and provides general support of the Hickory Plant EHS culture, with an emphasis on continuous improvement. The EHS Manager performs other tasks as assigned by the Plant Manager and Chemical Division Safety and Environmental Directors to support Hickory Plant EHS programs.
- Provide leadership and interface with site personnel to identify hazards, drive engagement, and develop and implement corrective actions and improvements.
- Review and approve work permits and participate in incident investigation teams, safety audits, design reviews, process safety reviews, project review teams, and job task analysis.
- Develop, implement, and maintain a comprehensive auditing system on the plant level for environmental, housekeeping, RCRA, and other EHS programs utilizing company-provided tools and systems.
- Maintenance of site safety management systems, Incident Management Database, Action Item Database, and EHS Compliance Calendar including routine reporting, audits, and permit renewals. Management of daily, weekly, and monthly safety and environmental metrics and reporting.
- Promote proactive safety participation by all employees, and ensure injuries, illnesses, incidents, near misses, and unsafe conditions are reported and investigated. Develop and implement a behavior-based observation program.
- Develop, implement and maintain programs and policies to meet or exceed compliance with federal, state, and local regulations, internal policies, and customer requirements for environmental, safety, transportation, and security.
- Support the industrial hygiene program through air and noise monitoring and exposure assessments and prepare reports.
- Develop and manage improvements to the site PSM/RMP system, including MOC and other elements of OSHA’s PSM and EPA’s RMP standards.
- Monitor interactions with regulatory authorities and insurance carriers on issues impacting manufacturing operations. Ensure environmental permits and reporting are up to date. Ensure permit requirements are met.
- Develop, organize, and communicate metrics to track EHS performance.
- Develop and manage comprehensive and effective EHS training for site personnel and operations. Design and implement training to address any gaps identified.
- Lead and oversee incident investigations and drive EHS action items to completion.
- Conduct periodic assessments or inspections of EHS programs to identify and correct deficiencies related to compliance with the EHS policies and procedures.
- Site subject matter expert for Enablon tracking system.
- Bachelor's degree in engineering, science, or occupational health & safety.
- Minimum 5 years of related safety management, environmental and/or supervisory responsibility preferably in chemical manufacturing or related environment.
- Advanced knowledge of EHS regulations, management systems, regulatory agencies, trends, and resources.
- Excellent verbal and written communications skills. Must be able to effectively communicate with all levels of the organization.
- High proficiency in Microsoft Office Software (Word, Excel, PowerPoint) and ability to conduct research.
- Strong interpersonal and leadership skills. Ability to lead teams, build consensus, and influence others.

- Working expertise in technical aspects of process safety including P&ID, emergency relief systems, suppression systems, facility citing, and the associated best practices.
- Ability to adapt to changing list of priorities based on needs of the company, regulatory compliance, and management of risk.
- Some travel.
- Experience developing action plans to pursue OSHA VPP STAR status for a PSM chemical facility or maintaining OSHA VPP STAR status.
- Professional and/or industry certifications in environmental, safety, or industrial hygiene such as Certified Safety Professional, Certified Industrial Hygienist, or Certified Hazardous Materials Manager.
- Demonstrated knowledge of Hazardous material response (40 hr. Haz-Mat Technician level) and confined space rescue.
- Ability to conduct Process Hazard Analysis using HAZOP or equivalent method.
- Experience with ACC’s Responsible Care and RC 14001.
- Experience with ANSI, API, NFPA, and other recognized industry standards.
- Knowledge of workers' compensation requirements.
- First Aid / CPR Certification.
- Experience with organized labor.
