About the Job 

Reporting directly to the Executive Team, the Environmental Health & Safety Program Manager (EHSPM) plays a critical role in ensuring the success of the District’s safety program. With the General Manager’s support,  the EHSPM is an active and visible proponent of safety and fosters a safety culture, ensures that the District is in compliance with all applicable health and safety regulations, oversees a comprehensive safety training program, and will assist work groups in continuous improvement of safety performance.  This position will be a member of the Organizational Support Team and does not have line management responsibilities. 

As the EHSPM, the following lists just some of the things you will be working on:

  • Manages the District’s safety program for our wastewater collection and treatment facility.
  • Advises and provides recommendations to the General Manager and Executive Team on improving the District’s Safety Program and standard operating procedures.
  • Performs regular plant and field safety and HazMat inspections to identify and correct potential hazard and violations.
  • Oversees the Safety Program with all employees and Safety Star Points to ensure that information and resources are available to quickly resolve and remedy unsafe conditions/practices.
  • Manages the District’s Workers’ Compensation program; ensuring that all data is compiled correctly, works with injured employees and our Workers’ Compensation Administrator, investigates accidents and injuries; keeps all information confidential as required.
  • Works with the District Training Coordinators to ensure all required safety training is completed.
  • Assists with the coordination of the District’s Hazardous Materials and Hazardous Waste Programs to ensure compliance with all regulatory requirements.
  • Chairs the Safety Committee meetings; coaches, trains and develops staff responsible for safety meetings within their respective teams.
  • Acknowledges safe practices by employees and participates in safety recognition programs.

 About You 

You will need the following education and experience.  A typical way to acquire the knowledge, skills and abilities for this position include: 

Education and Experience:

 A Bachelor’s Degree in occupational health and safety, environmental safety, or a related field; plus 3-5 years’ experience in environmental health and safety.  Experience in an industrial or construction setting is highly preferred.  Other combinations of education and experience may fulfill the requirements.

 You must be detail-oriented, highly organized, able to balance multiple areas of responsibility, complete work of a highly detailed nature, possess strong computer skills, a proven track record of producing accurate, high-quality work in a fast-paced environment, and strong interpersonal communication skills. Additionally, you must be able to prioritize work according to changing situations and requirements. This position is unclassified, exempt.

Knowledge of:  The principles and practices of employee health and safety; field work, including the conditions that can affect that work; health and safety regulations; the practices of wastewater collection and treatment or a similar process; training and enforcement of environmental regulations as they impact employees; confined space entry, traffic safety, fall protection, trench safety, electrical safety, lock-out tag-out regulations and practices, and ergonomic issues. 

Skill in:  Managing projects and providing direction or input as appropriate; organizing work, setting priorities, and exercising sound judgment.

Ability to: Understand and carry out oral and written instructions in English; focus on the best interests of the District as a whole; advocate for the overall safety of the District and for both management  and employees; read, analyze, evaluate, and summarize regulations, legislation, reports, materials, and data; prepare clear, concise, persuasive, and accurate reports, correspondence, and other materials; maintain thorough and comprehensive records.  Have excellent customer service skills and can work effectively in a team-based organization. 

Licenses, Certificates, or Credentials: Must possess a valid Class C California driver's license, have and maintain a satisfactory driving record, and be insurable by the District to operate District vehicles. Must be willing to take and successfully complete relevant course work; must be certified in safety by a recognized professional organization/ association or obtain certification within one year of appointment.
