Hazardous Building Material Program Manager

The Pennsylvania State University Department of Environmental Health and Safety (EHS) is seeking an individual with broad knowledge and experience in all aspects of hazardous building materials management. Examples of hazardous building materials would include asbestos, polychlorinated biphenyls (PCBs), lead paint, and mercury.

This position is located at the University Park campus and oversees hazardous building materials programs at all University locations (including all Commonwealth campuses and research locations), except the Hershey Medical Center and College of Medicine.

Responsibilities include:

• Serves as a technical expert and program leader.

• Plans, designs, and coordinates hazardous building material abatement projects.

• Participates in design and pre-bid meetings, prepares specifications, and schedules third-party oversight.

• Completes inspections of hazardous material abatement activities conducted by third party contractors, third party consultants, and University employees.

• Assesses adherence to applicable regulatory standards and University operating procedures.

• Conducts small-scale hazardous building material surveys within University facilities and plans/coordinates surveys completed by third party consultants.

• Manages hazardous building programs and procedures. Updates and develops standard operating procedures for the proper removal and handling of materials.

• Routinely assesses program metrics to identify new performance goals and training opportunities.

• Develops and presents general training and train-the-trainer materials which focus on hazardous building materials.

• Manages data associated with hazardous building materials and ensures that records are maintained in accordance with regulatory and University requirements.

• Serves as team lead in responding to hazardous building material incidents and coordinates with EHS staff, campus units, police, fire, and contractors.

• Participates on EHS team and provides support to further departmental mission.

• Assists other EHS staff and provides services to other EHS programs as needed.

• Works with fellow EHS staff to develop other programs as needed.


Typically requires a bachelor's degree or higher in Occupational Safety and Health, Environmental Health, or a related discipline plus five years of related experience, or an equivalent combination of education and experience. Must have or acquire Pennsylvania Department of Labor and Industry accredited certifications and licenses for Asbestos Building Inspector, Asbestos Management Planner, and Asbestos Project Designer.

Position requires advanced knowledge of hazardous building material risks and associated regulatory requirements. Must also possess knowledge of construction and demolition methodology, materials, and equipment along with industrial hygiene principles. Demonstrated experience communicating technical information to a wide range of audiences is necessary. The candidate must be able to achieve medical clearance and be able to wear respiratory protection. This position is required to respond to emergencies involving hazardous building materials as directed. Valid PA driver's license and ability to operate a motor vehicle may be required.
