Position Summary

Health, Safety & Environmental Director
Plan, coordinate and direct the New Hartford and Dunkirk facilities air, water, and hazardous waste environmental programs. Develop and implement health, safety, and environmental programs, to ensure compliance with state and federal standards, minimize industrial accidents, address incidents, and achieve site, divisional and corporate objectives. Manage EHS activities as necessary to comply with overall SMC mission and develop goals to support plant policies related to Safety, Health, Environmental and Fire protection.

ESSENTIAL FUNCTIONS
Safety:

• Manage the Safety Department in accordance with the SMC vision and mission emphasizing an employee focus.
• Manage fire protection services to ensure compliance with company policy and insurance carrier requirements. Conduct semi-annual inspections.
• Control Safety costs with respect to the budget and SMC mission.
• Coordinate safety, health, and fire protection efforts with other internal groups (Operations, Maintenance, Engineering, HR).
• Prescribe safety and health requirements for all functional groups at SMC to assure compliance with company policies and regulatory controls, and requirements imposed by outside agencies.
• Manage safety, fire, and emergency response efforts, including oversight of the Employee Response Team (ERT).
• Provide safety staff assistance, as needed, for guidance, clarification and problem resolution relating to safety, health and fire protection needs.
• Manage safety awareness programs including the safety incentive program to expand safety, health, and fire protection considerations into all employee activities.
• Conduct quarterly inspections with the liability insurance inspector.
• Implement corporate or division safety requirements or projects across all NHD plants.
• Develop and conduct safety and health training programs.
• Facilitate training arrangements for SMC employees.
• Pursue investigative approaches and participate in other activities as needed to protect the Company in legal matters related to accidents and injuries.
• Coordinate lifting device inspection with service companies and in-house groups.

  • Review proposed plant changes and/or modifications and engineering designs for new equipment or processes for assurance that safety and health matters are duly considered.

Environmental:
• Directly control environmental management facility at the New Hartford Plant with salaried EHS team and two EPA Serve establishing procedures, training schedules, hazardous waste identification and control, waste minimization, waste characterization, preparation and labeling for disposal and daily responsibility for enforcement of programs.
• Responsible for administering NYDEC and EPA compliance for New Hartford and Dunkirk facilities. This includes CAA-Title V, CWA, TSCA, RCRA, CERCLA, REACH, Sara Title III, Tier II and POTW permitting and compliance programs.
• Handle all regulatory agency questions and correspondence. Administer all permit programs and all regulatory inspections.
• Responsible for divisional administration of environmental control and regulatory compliance.
• Assist all facilities with their environmental control programs.
• Manage technical aspects for all on and off-site regulatory matters such as spill cleanups and remediation of brownfield sites or facilities.
• Overall management of division’s environmental control program, assisting other plants with their compliance programs and conduction of environmental audits.

QUALIFICATIONS
EDUCATION AND EXPERIENCE

• B.S. Degree required, preferably in Safety Management or Environmental Health or related field.
• 8-10 years of progressive experience in leading and implementing safety and environmental health programs in a manufacturing environment is required.
• Experience in metals manufacturing preferred.
• BCSP certification strongly preferred.
• CPR/AED/First Aid Qualified (can attain within first 12 months of hire date)
• OSHA 30-hour Certificate (can attain within first 12 months of hire date)

• Ability to perform at high level in stressful environments.
