Role Summary:
This role is responsible for refinery environmental compliance including maintaining and demonstrating compliance with all applicable permit and regulatory requirements which encompasses permit requirements and conditions applicable under Title V, as well as, other applicable air, water and waste rules. This role serves as the main contact between environmental, maintenance, technical, and operations personnel and ensures that environmental rules are translated into clear guidance at the plant/refinery level. 

Responsibilities & Essential Functions include: 

  • Development of Environmental Compliance Tasks
  • Work with environmental leadership staff to develop environmental compliance tasks that must be completed to achieve and demonstrate compliance with environmental regulations.
  • Work with Production management and Training to update operating procedures as required to be in compliance with environmental rule requirements.
  • Communication and Training 
  • Responsible for working with the Environmental group to maintain high level of understanding of the environmental requirements applicable to the positions’ assigned plant/refinery.
  • Serves as the key communicator with the operating and maintenance groups for environmental compliance matters within the operational area.
  • Key interface between the Environmental group and the Operations & Maintenance organizations to ensure understanding of environmental requirements.
  • Develop and support ongoing training of compliance requirements of impacted Operations and Maintenance personnel.
  • Receive ongoing training on unit environmental limitations and obligations.
  • Share environmental best practices among other assigned areas and between sites. 
  • Task Execution and Monitoring, and Verify Completion of All Requirements 
  • Track emission rates for assigned unit(s) relative to site and permit limits to assess compliance.
  • Assist in strategic activity planning for production and maintenance to maintain compliance with emission caps and limits.
  • Work with other operating and maintenance personnel to assure that the required compliance tasks are executed and adequate verification of compliance systems are in place.
  • Prepare regulatory deviation and corrective action reports when required.
  • Identify, investigate, communicate and lead efforts to correct deviation issues.
  • Summary Reporting, Audits and Corrective Action Management 
  • Participate in follow-up/closure activities as needed (Training reinforcement, procedure revision, NSR permit revision, etc…).
  • Work with Environmental and Operations departments to identify and drive continuous environmental improvement. 
  • And other duties as assigned.

Position Requirements: 

  • Education: High school diploma or GED required
  • Education: Undergraduate degree preferred.
  • Experience: Minimum five (5) plus years of plant/refinery operations experience
  • Specific refinery experience preferred but not required.
  • Possess and demonstrate a thorough technical understanding of plant processes and unit operations (technical process expert).
  • Strong understanding of environmental requirements affecting the plant/refinery is required.
  • This position supports the shift organization in a 24 hour, 365 day per year operation.
  • Travel Requirements: % age of travel. 5%

Other Skills, Attributes and Abilities:
Strong interpersonal skills are required due to the frequent interaction with department personnel and other functional groups. 

Essential Functions: 

  • This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.
  • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
  • This position requires compliance with all personnel policies.
     

Physical & Safety Requirements: 
The employee may be exposed to a hazardous working environment at field locations and must be able to enter and climb above-grade storage tanks, traverse pipeline right-of-way and terminal piping structures and access stack test locations 40 to 50 feet above grade. Must be able to work in adverse weather conditions.
